Perrett was born in Glasgow, Scotland in 1859 - mostly painted in oils on canvas, specialising in South Island lakes and mountains. Studied at the Glasgow School of Art, arriving in Dunedin ca 1886, opening a private art school, the Otago Art Academy. He moved to Auckland in 1895. He exhibited with the Otago Art Society, the Auckland Society of Arts, the New Zealand and South Seas exhibition of 1889-1890 and the St Louis Exposition in 1904.
